a. Changes caused by requirements balances, and circumstances beyond the terminal's control can have
an impact on delivery requirements. These unforeseen changes can require a change in the delivery requirements.
b. If a change affects delivery requirements during the first two months of the current slate, it is reported
through the JPO to DESC by the most expeditious means available. A change to the first two months requires a
follow-up submission of a slate change, and explanation of the change will be in the footnotes section.
c. If the changes affect the third and/or fourth months, the next month's slate should reflect corrections
in quantities and in the footnotes.
