d. FCU Method -- Standard NATO agreement (STANAG 2115) mandates a standard Fuel Consumption
Unit for the European theater. Equipment Usage Rates are standard:
(1) One hundred kilometers for vehicles.
(2) Twelve operational hours for equipment with a consumption rate in hours (with the exception of
aircraft).
(3) Three flying hours for aircraft.
(4) Factors combat condition, terrain and climate into the fuel consumption rate
(5) Calculate the Fuel Consumption Unit as follows:
