Compliance in the Disposal of Wastewater. To carry out your mission, you will need to also comply
with regulatory information in either the United States or foreign country.
Regulatory Information in the United States: As discussed, in the United States the EPA (or state with an
EPA-approved program) establishes rules and regulations for wastewater discharges under the NPDES, as
established under the CWA. Dischargers must apply for and obtain a site-specific NPDES permit (or state
equivalent) or a general NPDES permit.
Also, the EPA, as its mandate, must publish and update ambient surface-water-quality criteria under the
CWA. These criteria are not legally enforceable; however, many states require that the levels as set forth in
these criteria be met in surface waters. The ambient criteria refer to pollutant concentrations found in the
receiving water and not solely the discharge.
Regulatory Information in Foreign Countries: Foreign countries will have their own guidance on disposal
of wastes as well as ambient water quality criteria. Usually the Final Governing Standards, derived from the DOD
