The control officer issues DD Form 1544. He issues complete books of 50

sheets to the consolidated headquarters. They are issued directly to units that are

located on the installation and to units supported by the installation. He also
issues them to units or to organizations that are on temporary duty (TDY) and to
installations that operate dining facilities.
It may not be feasible to issue a complete book to a unit that serves a small
number of cash meals. In this case, the control officer may issue individual sheets
directly to the unit.
The responsible commander designates the FSO and an alternate. The FSO or

receive and to sign for entire DD Form 1544 books. Assigned dining facility
personnel are--

Army civilian personnel.
Contractor employees (except project managers).
The control officer issues DD Form 1544 books upon request using the

completes the Transfer Control and Receipt No. 1.
