PART C - USE IQUE PROCEDURES TO ASSESS THE ADEQUACY OF
CONTRACTOR'S PROCESSES TO CONSISTENTLY MEET CONTRACTUAL
REQUIREMENTS IN STORAGE AND LABORATORY TESTING CONTRACTS
AND ASSIST IN THE REPORTING AND INVESTIGATION OF CUSTOMER
COMPLAINTS TO DFSC-IQ
IQUE (In-Plant Quality Evaluation). Implemented in 1992, IQUE will be used in the Quality
Surveillance Program to assess the adequacy of contractor's processes to consistently meet contractual
requirements in Storage and Laboratory Testing Contracts. This does not apply to Mandatory Inspection
Requirements performed on Vessel Loadings/Discharges and Pipeline Shipments/Receipts. For those
contractor facilities whose processes are in control and where no customer complaints have been received,
the cognizant QSR may reduce physical oversight at that facility.
Product Quality Deficiency Reports (PQDRs). The QSR will assist in the reporting and
investigation of customer complaints or PQDRs in a timely manner to DFSC-IQ. Basic PQDR information
will be input into the DFSC-IQ database; supplemental information will be forwarded to DFSC-IQ. PQDRs
are used to evaluate contractor performance under Best Value.
