Transmit food service forms that are not prenumbered during
publication by the fastest or the most economical means. You may
have to send blank or completed forms through the mail. In this case,
send them by first or third class mail, depending on their weight.
NEVER send these forms as certified or registered mail.

Transmit food service forms that are prenumbered during printing as
controlled (accountable) document. Use the procedures that are
prescribed for each specific form. It may be impractical to pick up or
to turn in controlled forms between the issuing headquarters and the
using unit or the monitoring headquarters and the using unit. If so,
transmit them as certified mail with return-receipt requested.

Sign (or ensure that the commander or a designated individual signs) all
forms that bear the signature block of an officer. Alternatively, if
appropriate, have these forms signed as the installation food service
contact requires. An officer may not be assigned to the unit or the
detachment.
For example, an officer is not assigned to
noncommissioned officer (NCO) academies or small, isolated sites. In
these case the installation officer may authorize enlisted personnel or a
civilian to sign for the officer.
