The installation commander may not establish the serving of a midnight meal
Midnight meals,
primarily to support personnel who receive BAS. Basic Allowance for
continued
Subsistence USAR units may not serve a midnight meal during IDT without the
approval of the CONUSA.
Use the following procedures for requisitioning and serving midnight meals:

Requisition the subsistence items that you require to serve this meal.
Use the same procedures as those that you use for the regular breakfast
or dinner meal.

Use DA Form 3032 (Signature Headcount Sheet) and Department of
Defense (DD) Form 1544 (Cash Meal Payment Sheet) to record the
signatures of the personnel who are served.

Ensure that these headcount data are not forgotten when you prepare
DA Form 2970 (Subsistence Report and Field Ration
Request)(Figures 1-1 and 1-2).

Include the headcount for the regular meal and the night meal for that
day in the appropriate meal heading column ("Breakfast or "Dinner)
on DA Form 2970 (Headcount Report)(Figure 1-3).

Use a separate DA Form 3034 to prepare the night meal.

DO NOT serve night meals to persons who already have signed for the
normal three meals that day.

DO NOT serve night meals as a supplement to the normal ration.
The unit commander ensures that those personnel who cannot attend the
Commander
normal breakfast or dinner have a night meal made available to them. He ensures
responsibilities
this by providing a memorandum to the supporting dining facility. On the
memorandum he lists the personnel who are entitled to SIK and who are
authorized to receive the night meal on a nonreimbursable basis. The list includes
the names, grades, and meal card numbers of the personnel who are authorized to
receive this meal. It also includes the inclusive dates that they are authorized to
receive this meal.
