INTRODUCTION
1. Assigning Responsibility for Property. The commander is responsible for the procedures
used for assigning responsibility and managing property. The following procedures are used
when a hand receipt is required:
a. Responsibility must be assigned for items accounted for on the property book.
b. Hand receipts are required whenever the property book or durable items are issued.
c. Items coded as durable (D) are not generally accounted for on property books, but
responsibility for these items must still be assigned.
d. Items coded as expendable items do not need to be assigned, except for sensitive
expendable items and tools issued from the tool room. Expendable items do not need to be
entered on hand or subhand receipts.
2. Records Used to Assign Responsibility. Various records are used to assign responsibility for
property. These records are:
a. Property Book. The accountable officer at property book level must acknowledge
accepting responsibility for the unit's property. The individual assuming accountability will sign
a statement ("By authority of", indicating appointing document or change of command order and
date) after change of accountability inventory and any corrective actions have been taken.
b. Hand and Subhand Receipt (DA Form 2062) are used when the hand receipt list property
book or durable items have been issued. The signature of a person on a hand receipt establishes
direct responsibility. Separate hand receipts are required for installation and organization
property. Subhand Receipt is prepared by permanent hand receipt holders when issuing
property.
c. Temporary Hand Receipt (DA Form 3161). Temporary hand receipts are used when a
Permanent Hand Receipt holder issues or loans property for a period up to 30 calendar days.
d. Equipment Receipt. Property that is issued to the same person for brief recurring periods
is recorded on a DA Form 3749 (Equipment Receipt). Examples are masks, individually
assigned weapons, ABC-M-17 series, and radiac equipment issued for training.
3. Preparation of DA Form 3161 as a Request for Issue. Use DA Forms 3161 and 3161-1 only
on a fill or kill basis. Due outs are not made on these forms. Prepare enough copies of the form
to meet local needs. Overprinting of DA Form 3161 is authorized when the same items are
requested frequently. When using an overprinted DA Form 3161 to request supplies, line
through items and their corresponding blank quantity columns when those items are not
requested. In the Army National Guard, the United States Property and Fiscal Office (USPFO)
should publish specific instructions for using DA Form 3161. When used as follows to
request: Ten or more line items of supplies normally provided by a Self-Service Supply Center
(SSSC) when SSSCs are not available; Five or more line items of packaged class 3 items;
Expendable medical items within a medical facility; Five or more lines of supplies normally
ordered on a recurring basis; Examples are insignia, badges, and individual awards. On the next
